I would be very happy if someone would upload episodes of Utaban and London Hearts every week. I would love to see Arabikidan as well, but I'm assuming that most people don't know that show.

It means that each forum has its purpose. You're posting in the "Other Japanese TV Shows" forum, and we do not allow upload requests here. You must post your upload requests in the forum mizune pointed out. Can't explain it any simpler than that.

To make things more clear, the portion in blue basically means that upload requests for new programs not listed tracker are allowed (as long as it is a television program). Just make sure to label your request properly before posting (see the threads at the top of the forum). Labeling your request properly helps keep the forum organized and makes it easier for potential uploaders to actually see your request.
