If you mean just using softsubs to made a hardsub, here's the steps I use.

1. Install Virtualdub http://www.virtualdub.org/ (Also make sure you have the Xvid codec installed http://www.xvid.org/Downloads.15.0.html. You can, of course, use whatever codec you want, if you know how, but Xvid is a pretty easy one to use).

2. Download vsfilter.dll http://www.dlldll.com/vsfilter.dll_download.html

3. Extract it somewhere where you'll remember it

4. Open the file you want to sub in Virtualdub

5. Select Video>Filters, then click add

6. Click load and find the vsfilter.dll that you extracted

7. Then the sub loading option will add to the list (it'll be called "textsub") click it and load your sub.

8. Then go to Video>Compression, and pick the Xvid codec

9. Hit the configure tab and pick the options you want. I use AS@5 for Profile @ Level, Single pass for Encoding Type, and I put the Target Quantizer at 2.70-3.00 (That will keep the file size roughly the same as the RAW, but will give you very little quality reduction)

10. Then click File>Save As Avi. and choose your name.

And that's it. It's not very complicated after you've done it a few times.

Resolution and speed (bps) settings have a play on the file size. This is set in the video codec. You need to tweak one or both these settings. Only trial and error can tell you what the best settings would be. There are calculators out there that can help you estimate the file size. Google for it!

Assuming I understood what you're trying to say, VirtualDub/VirtualDubMOD will be the way to go. Also, you can check out www.videohelp.com for a good number of tutorials.
