Before Taiwan joins the World Trade Organisation, Taiwan's copyright law requires that a software (CD, DVD, Software etc...) to issue notice on the newspaper within 2 months of the release of their work to declear their copyright. Perhaps Japanese don't care what happened to their work outside Japa...
