I wouldn't really know about American shows, but in addition to being a drama addict I'm a big fan of the British show Doctor Who, so I happen to know it's shown dubbed on NHK. I doubt it's very popular though, it seems like DW is always a bit of a cult thing everywhere outside the UK/Australia.

Shikaotoko Awoniyoshi is interesting and worth watching, she's really cute in it but I didn't like it quite as much as I liked Hotaru/Tatta Hitotsu.
