It's simple, all you have to do is throw the letter away and pretend like you never got it. That's what I always do. Don't worry if their letters start sounding threatening (they threaten with a fine and other stuff), as long as they can't prove that you read the letter, they can't touch you.

It really depends on where you start. If you start from Japanese, learning Chinese isn't too hard and vice versa. I learnt Chinese first and then Japanese. Well, if you know Chinese well, you'll notice Chinese also has many different politeness level. I can argue that the number of levels is more than that of Japanese.
