The https certificate needs updating, which is why Ruroshin has turned it off for now, and why the forum has the default style look at the moment, until one of the admins fixes the issue.

Blame Ruroshin for playing around with the forum settings. Think https was the reason for the issue to mess around with it in the first place, as the certificate wasn't updated anyway.

For some reason, it looks likes your python version doesn't want to write the subtitle file as UTF-8 which is causing the error. Are you sure you closed the " " after the -o flag? (even though I doubt that would affect anything) Check the particular line, mine has print("Series: %s, %...

Both Aegisub and Subtitle Edit have a feature called CPS (characters per second) which gives an indication for lines where the subtitle duration may need to be increased for readability. If the subs have have the CPS constantly in the red, it may be better to retime it, unless you're a fast reader.

Are you perhaps using a VPN based extension?
Also try using http://www.d-addicts.com/forums first (note the http compared to https), as Opera may have initially encountered an invalid SSL certificate.

By running that batch file, you should have permission settings that allow you to edit the hosts file in a text editor such as notepad, which you can then add/copy and paste the relevant ip address at the very bottom of the host file.

You could always try running the conversion from the command line, using the source code from either https://github.com/hubwub/PyXMLtoSRT or https://github.com/JDaren/subtitleConverter
