沙粧妙子の最後の事件 (Sashou Taeko no Saigo no Jiken) / Sashou Taeko's Last Case
The two are so different, it's hard to decide on just one.
It's interesting that when they released Sashou on VHS (I rented some eps at the video store), they removed Madonna's "La Isla Bonita" from it. This probably reflects really badly on me, but I missed hearing that song while watching the drama. It wasn't just that the song was played so many times in each episode and so I was used to it, but that song kind of set the mood for the drama.
"Last night I dreamt of San Pedro, Just like I'd never gone, I knew the song..." Arrgh. Must get song out of mind...

my fav is
i liked Odoru Dai Sousa Sen but,,, my no.1 is Shokatsu, with Matsuoka the drummer of Jpop band TOKIO.
It was very real and serious .... and yet interesting. i hope i can DL torrents of that somewhere.. im looking for them !!!!

Favourite police drama (since it's not limited to just jdramas):
1. Police Cadet I & II (both starring Tony Leung back in the 80s, PC II also starred Chow Yun Fat and Simon Yam - this series had some of the best actors)
2. Investigator Mariko All Seasons
3. Odoru Daisousasen
4. Untraceable Evidence
5. Detective Investigation Files IV

I guess it depends on the definition of "police drama". I would not say Mr. Brain or Hero would be considered in that category ( although Hero is probably my favorite show )
But for actual police dramas, Odoru Daisousasen is very good and so is Furuhata Ninzaburo ( though this is arguably a detective / mystery, not a police drama ).
I would say Gonzo: Densetsu no Keiji is the best in recent years.

I've only seen two police dramas so far, Fugoh Keiji and Remote. Fugoh Keiji was terrible, from top to bottom. It was so bad that it seemed like the directors were literally trying to make a bad show. Remote, on the other hand, was really cool. I thought it was hilarious and had many touching cases. I also loved the team-up of Fukada Kyoko and Dohmoto Koichi in that series. Kyoko was funny and adorable, and Koichi had a nice backstory. Speaking of Koichi, has anyone seen Rookie? Another police drama with Koichi that also stars Uchiyama Rina. I'm curious about watching that one.

SP - Special Police.. but than I'm Okada biased :p Although he look too short to be an SP, but still all the stunts that he pull was amazing.
I enjoyed Tokyo Dogs too, especially the comical chemistry between Shun and Mizushima. And BOSS because in the beginning, but it get's a bit repetitive toward the end. Oh surprisingly I enjoy Zettai Reido, since Aya Ueto seems to improve her acting, I wasn't expecting much at the beginning.
Spec 2 also good if you want a mix of x-men and police story.

Unfair is the best police story for me from the brilliant storyline, mystery and acting

Of the ones I've seen...

Deka Wanko- Rookie detective Ichiko "Wanko" Hanamori (Mikako Tabe) wears Gothic Lolita style of clothes, while solving cases with her acute dog like sense of smell! It's very meta (references to the actors outside life /previous roles)
Unubore Keiji - A 30-year-old single detective (Nagase Tomoya), who is under the illusion that he is popular with females is called "Unubore" by friends. He is an ultra romantic and susceptible to conceitedness. He has such a strong desire to marry to the extent that he has bought an apartment for his newlywed life. He falls in love with female criminals at first sight each time.
