Is paravi geo-blocked?

Hi,
I was just futzing around on the paravi site and got as far as the page where it wanted my credit card. I was surprised. I thought it would detect my location and tell me I wasn't eligible to sign up. Has anyone tried watching paravi from outside japan?

I believe so, it definitely won't accept a non Japanese card.
