I can read "printed" kana. I have a hard time reading handwritten kana. Trying to read that photo, right now it looks more like Batman special effects graphics than kana.

my japanese husband said he has a hetakso penmanship that its difficult to read even for japanese

It's probably at an autograph session, so I suspect their penmanship there is not the best

It's true that it's barely readable, but I don't think it's necessarily a poor penmanship.
Autographs are unique for each person, and the signature of his name, at least, looks very nice.
The "Ruisu" he wrote does look like "Rinse" though...

Not to beat an old horse, but I just learned kana (yay), and I don't understand the meaning of the "he" へ after ruisu, or rinsu.

It's actually more like 'eh' than 'he'
It means "to"
