Any hosting service that allows torrenting?

I have really bad internet upload speeds from TWC (local monopoly), where if I UL more than 10kBps, my internet dies.
I used to compensate by buying hosting service I ran a client on, seed to 100%, DL to my home and then delete the file.
It was good for 5-6 years and then the ISP had a change of management and my server got orphaned (couldn't run the client I was using) so I canceled the service.

Since then, I've been doing much more leeching than I like. I'd like to go back to the server model. Any suggestions?

requirements: 1.5TB per month bandwidth (this allows me to DL, seed to 100%, ftp to my machine about 500GB of stuff a month)
Allow torrenting
Allow ftp
500GB+ disk
Windows or Linux
budget preferrably <100$ per month

There's plenty of VPS providers that allow torrenting. Just google "seedbox provider" and you'll find a lot of them. You can get a decent vps/seedbox for a lot less than your 100$ estimate.
