Making frame size smaller and also smaller file size

Hey, does anyone know how to convert 1280x720 into 704x396?

I've tried using virtual dub: video -> filters -> add -> resize. The resulting new output avi file was 704x396 but the file got so large like 40GB. I thought that file size gets smaller if the frame size is reduced, but it was the opposite. I also found that the output video was a bit laggy. It shows that other settings must be also changed.

If anyone know how to do it, I would be much appreciated.

You forgot to compress it using a codec.
